Procedure for Awarding the Association’s Certificates of Appreciation and Achievement

B. Areas of responsibility of the committee

Disseminate a call for recommendations using the communication channels available to the Association.

Review the recommendations and make decisions as described in the procedure below.

Prepare a list of candidates who have reached or are approaching retirement age. The list is based on all Association members and is divided into 13 defined groups (subject to change), categorized by workplace, type of work, class, etc.

Maintain contact with the selected candidates and send them relevant messages and instructions.

Handle the preparation of certificates and shields for each candidate, plan the award ceremony for certificates of appreciation, and provide guidance and coordination with the event organizers.
Important notes:
1. Wherever the term engineer is registered in this document, it refers to a member of the Association as defined in its bylaws.
2. Parts of this policy use masculine pronouns for convenience only. All references are intended to be inclusive and apply equally to people of all genders.
C. Selecting a Candidate for the Title of Honorary Fellow on Behalf of the Association
C. 1. Conditions for a suitable candidate:
1. The letter of recommendation must be well-reasoned and include the candidate’s name, title, education, professional achievements, and public activity within the Association.
2. The Committee will only consider recommendations submitted by a member of the Association and/or by an employer from a corporate company that is a member of the Association, and/or by another individual deemed acceptable by the Committee.
3. Conditions for a suitable candidate:
A member registered in the Association as defined in the bylaws, with at least 5 consecutive years of membership, paying membership fees and/or exempt, at retirement age, not working and/or aged 70 or over, and the sum of the points awarded for activity is 100 or more – as described in the table below. It may also be necessary to give preference to a member with a lower score, such as in cases of very old age, physical condition, etc.

In special cases, such as the acceptance of new organizations into the Association's ranks, the required seniority may be determined at the discretion of the Committee and will be based on the organization’s activity within its previous organization.
4. Upon receiving a recommendation, the Committee will examine, in addition to the candidate’s professional achievements, the extent of their activity on behalf of the professional community. This activity is evaluated according to criteria that award points based on predefined rules. The candidate with the highest score relative to the other members of the same group will be selected.
5. The Committee reserves the right to exercise its own discretion when considering recommendations..
6. If there are no suitable recommendations and/or if the Committee is unable to properly evaluate a candidate’s professional achievements, it may consult with the chairperson of the relevant department. In such cases, the Committee will present the three group members with the highest scores, with the goal of selecting one of them and working to obtain a recommendation.
* Note: There may be multiple groups belonging to one chairperson as well as groups that do not have a defined chairperson.
C.2. The decision-making process in the committee

Each year, approximately six certificates will be awarded to deserving members—those who have received a suitable recommendation and achieved a qualifying score—who belong to and are active in one of the 13 defined groups.

To ensure equal opportunity for all members, the number of certificates allocated to each group will be re-evaluated annually.

Decisions regarding candidates must be unanimous, unless a dissenting member presents a justifiable reason to abstain. In such cases, the Committee may exempt that member from voting rights.
D. Selecting a candidate to receive a lifetime achievement award on behalf of the association
D. 1. Submitting a Recommendation - Instructions for the Recommender
1. The committee will only consider recommendations received from a member of the association and/or from the employer in a corporate company that is a member of the association, and/or another person acceptable to the committee.
2. The candidate will be:

Has professional stature at a national level and has achievements: in innovation, contribution to the electricity and energy sector, in science, research and development, engagement in technological education and training of a professional community.

The candidate has worked for many years in the field of electrical engineering, electronic engineering, energy conversion, and in establishing, managing, and promoting factories and companies in the Israeli economy.
3. Additional conditions:
It is also possible to select a candidate who is not a member of an association. His candidacy will also be examined in terms of a significant contribution to the association, and in any case depends on the committee's discretion.
A candidate who is a member of an association will also be considered in a manner similar to the criteria for awarding the title of "Honorary Fellow."
4. The letter of recommendation will be reasoned and will include: the candidate's name, title, education, activities and professional achievements.
D.2 The decision-making process in the committee.
From the appropriate recommendations, according to the discretion of the committee members, approximately two candidates will be selected by the committee each year.
A decision on a candidate will be unanimous unless the opponent has a justifiable reason to abstain, in which case the committee may exempt him from voting rights.
E. The process of notifying the candidate after the committee's decision

2. Parts of this policy are written in the masculine form for convenience only. Everything stated here is intended for both women and men.
3. The above materials will include personal topics and professional and public activities for the purposes of publication in the association's newspaper and for a presentation to be presented during the certificate distribution ceremony and on the association's website.
4. Near the ceremony, the chosen one will be sent a notification regarding details about the ceremony, instructions: clothing, going on stage, seating on stage, seating family members, and more.
